File Document 11 Note of Interview with Mr Bingham of the Eastbourne Water Works Company, at Eastbourne on 25th July 1947 RE J. RIMELL I explained to Mr Bingham that the Eastbourne Corporation had applied for a Moratorium Order for Rates which had been referred to the Liabilities Adjustment Officer for investigation and report, and that I had written to the debtor suggesting he should apply for a Moratorium Order in respect of the water rates so that both matters could be dealt with by the Judge at the same time. The debtor had declined to apply as yet, saying that he had promised to pay a little off the arrears of water rates each quarter. Mr Bingham said that the Water Company considered Mr Rimell ought to pay £1 a month off the arrears in addition to current rates.
